Rockland man faces impaired driving charges after blowing stop sign, crashing

A Rockland man is facing several charges including operation while under the influence of both drugs and alcohol.

Early Tuesday morning, Russell OPP reported to a report of a car blowing through a stop sign before leaving the road at the intersection of Concession Road 7 and Boudreau Road.

Responding officers say the vehicle had extensive damage and cannabis was located inside the vehicle. The driver was taken to the detachment for testing where it was revealed he was under the influence.

Jean-Francois Montminy, 31, has now been charged with the following:

  • Operation while impaired – alcohol and drugs
  • Having care or control of a vehicle with cannabis readily available
  • Failing to stop for a stop sign

Montminy was released from custody pending a court appearance on Jan. 14, 2026.

His licence has been suspended for 90 days and vehicle was impounded for seven days.
